Regulations on re-opening the gates for tourist activities under new normal conditions

(BP Portal) - The Department of Culture, Sports and Tourism has announced the reopening of tourism activities under normal new conditions in the province. The airport reopened for tourism on 15 March 2022.

Scope of opening up operations: International and domestic travel under normal new conditions through air, road, railway and sea lines ensures safety, in accordance with the COVID-19 epidemic prevention regulations. Applicable to international tourists to Vietnam; Travel abroad; Local tourists.

For international tourism

The policy on visa implemented under the Government's Resolution 32/NQ-CP of 15 March 2022 on visa exemption for citizens of the following countries: Federal Republic of Germany, Republic of France, Republic of Italy, United Kingdom of Spain, United Kingdom of Great Britain and Northern Ireland, Russian Federation, Japan, Republic of Korea, Kingdom of Denmark, Kingdom of Sweden, Kingdom of Norway, Republic of Finland, Republic of Belarut; Official Document 1606/VPCP-QHQT of the Government Office dated 15 March 2022 on the restoration of Vietnam's policies on immigration and related regulations.

As to the requirements for international travelers to Vietnam, passengers entering by air must obtain a negative test result with SARS-CoV-2 (except for children under 2 years of age) before leaving within 72 hours if the RT-PCR/RT-LAMP or within 24 hours if the rapid test for antigen with SARS-CoV-2 is used and certified by the country's competent authority.

For passengers entering by road, rail or sea, the inspection must be performed as for the passengers entering through air - transit mentioned above. In the case of inconclusive negative SARS-CoV-2 testing, a SARS-CoV-2 test is performed at the entrance prior to entry. If the results of the tests are negative, they are allowed to enter and participate in tourist activities, and if the results are positive the test follows the medical agency's guidelines.

Children under 2 years old are not required to test SARS-CoV-2, not yet vaccinated with COVID-19 or never infected with SARS-CoV-2, and are allowed to enter or participate in activities outside the shelter with their parents or relatives.

The traveler must make a medical declaration before entering and using the application of medical declaration (PC-COVID) and take preventive measures as prescribed during his stay in Vietnam.

On the bordergate, if a traveler shows symptoms of SARS-CoV-2 (fever; Cough; Sore throat; A runny nose, a stuffy nose; Aching, tired, chills; Decrease or loss of taste; Decrease or loss of sense of smell; Pain, headaches; Diarrhea; Difficulty breathing; Inflammation of the respiratory tract...) immediately inform medical authorities at the port of entry to take prescribed medical measures.

Tourists must have health insurance or travel insurance with COVID-19 treatment for a minimum of USD $10,000.

Within 10 days from the date of entry, the traveler tracks his or her own health if there are symptoms of suspected SARS-CoV-2 infection, he/she must immediately inform the nearest medical establishment where he/she is instructed and managed in time; Take preventive measures: regularly wear a mask, kill the hands with a solution of antibacterial infection.

Travellers ensure conditions on exit and entry as prescribed by Vietnam's laws on immigration and exit regulations and other related regulations when travelling in Vietnam.

The requirements for travelers abroad must comply with the regulations on entry, medical exit and relevant regulations of Vietnam and the countries and territories on tourist visits.

 For domestic tourism

Adopt in accordance with the Government's Resolution 128/NQ-CP of 11 October 2021 "The safe adaptation, flexibility, and effective control of COVID-19 translation"; 42/KH-UBND of 20 February 2022 of the provincial PEOPLES 'Committee; Official 569/UBND-KGVX of 16 March 2022 for the adjustment and implementation of the plan 42/KH-UBND of 20 February 2022 for the provincial Peoples' committee.

Thus, at service level 1, 2: Tourism is organized to serve 100% capacity.

In epidemic areas level 3: Only to organize tourist activities in areas, tourist attractions, indoor concentration events and travel programs in groups of less than 50 people; Tourist accommodation establishments which operate with no more than 70% of their capacity at the same time; The means for passenger transport not using more than 70% of the seats; The tourist accommodation establishments receiving quarantised visitors at the request of the competent agencies which must fully satisfy the epidemic-prevention requirements of the local health agencies; Tourist accommodation facilities serving visitors with capacity exceeding 70% do not welcome new visitors.

In epidemic zones level 4: only to organize tourist activities in areas, tourist attractions, indoor concentration events and travel programs in groups of less than 25 persons; Tourist accommodation establishments which operate no more than 50% of their capacity at the same time; The means for passenger transport not to use more than 50% of the seats; The tourist accommodation establishments receiving quarantised visitors at the request of the competent agencies which must fully satisfy the epidemic-prevention requirements of the local health agencies; Tourist accommodation facilities serving visitors with capacity exceeding 50% do not welcome new visitors.

Tourist business establishments decide to increase the number of participants or operating capacity in cases where 100% of participants have injected enough vaccine, either out of COVID-19 disease, or with a negative SARS-COV-2 test.

Tourist establishments implement the stimulus program, reinstate domestic tourism activities under Official 187/SVHTTDL-DL dated 25 January 2022 of the Department of Culture, Sports and Tourism on positive response to safe, flexible, effective managing COVID-19 tourism promotion.

For tourism business

The Culture and Sports and Tourism Departments propose to work out plans for safe reception according to the above-mentioned plan and related regulations of tourism, health and local sectors. Take initiative in formulating prevention options for COVID-19 and deal with it in cases where COVID-19 is present as prescribed. Continue to strictly comply with the regulations of the Ministry of Health in order to keep good control of epidemics.

Notice tourists before their departure about regulations and requirements when traveling in Vietnam and other related regulations. To guide and disseminate tourists in implementing Vietnamese regulations ensures safe tourist activities. The responsibility is to ensure that tourists have health insurance, or travel insurance that pays COVID-19 treatment with minimum liability as prescribed. Coordinating agencies in the management of tourists ensures compliance with Vietnamese law and local regulations.
