On March 28, the Ministry of Agriculture and Rural Development issued the Directive 1838/CT-BNN-BVTV asking the localities, units under the Ministry of Enhancing the management of agricultural production area codes and the agricultural packaged establishments for export, to contribute to ensuring the establishment and management of the code to agricultural production areas, and to ensure the entry and management of the code to agricultural products, and the export packing establishments to enter into a more effective and real place. Thus enhance the responsibility of concerned organizations and individuals and contribute to professional and sustainable agriculture.

In this directive, the Ministry of Agriculture and Rural Development shall propose to the People's Committees of the provinces and cities to draft and supplement the quotas on the number of plant regions and the enclosed establishments in the resolutions, programs, projects and plans of action for socio-economic development in the localities. Develop and issue policies to encourage and support the development of the growing regions and packaging establishments according to the scale of goods production meeting the requirements of the importing country.

The Ministry requests localities to allocate resources (human and financial) to carry out the work of establishing and managing the zones and the packing establishments. In providing attention to training and awareness to concerned organizations and individuals; To carry out programs on monitoring of pesticide residue; Apply measures to manage the health of synthetic crops and maintain the quality of the growing area and packing establishments already assigned codes.

The localities take the initiative to coordinate with the Ministry of Agriculture and Rural Development in establishing and ensuring the technical conditions necessary for the local planted areas and packaging establishments in service of market opening, addressing technical barriers and handling notices not in compliance with the provisions on plant epidemiology control, food safety, or Covid-19 disease prevention and control.

In addition, the localities are increasingly applying information technology to manage the agricultural products area, the agricultural products packing establishments and the data base on a national database built by the Ministry of Agriculture and Rural Development. To direct the Department of Agriculture and Rural Development to organize the implementation of the setting and management of the codes of the planted areas and the packing establishments according to the ministry's instructions. To pay particular attention to the training of farmers on farming processes oriented towards the use of investment materials for savings, safety and efficiency; Recording and perfecting the relevant dossiers in the production process for origin retrieval requested by the importing country.

At the same time, to direct local functional agencies to intensify the inspection and control of the management and use of the code of areas for planting and packaging establishments; Handling cases of violation strictly.
