The hallmark of a great aspiration journey

(BP Portal) - Binh Phuoc is a province in the southern critical economic region of Vietnam, with an important strategic position in politics, economy, culture-society and defence-security. In recent years, under the leadership and direction of the Provincial Party Committee and the operation of the Provincial People's Committee, the socio-economic development of Binh Phuoc province has continued to advance positively.

The achievements that Binh Phuoc obtained in recent years come from many reasons, but one of the essential reasons is that the province quickly implemented and concretized the Resolution of the XIII Party Congress and the Resolution of the 11th Party Congress of the region and issued specific action plans, and deployed it synchronously, drastically and effectively to bring the resolutions directives to life as quickly and as practical as possible.

A “leverage” to realize development aspirations

Immediately after completing the organization of the congress for the 2020-2025 term, the Party committees at all levels in the province have focused on organizing learning and thoroughly grasping to bring the congress's resolution to life as soon as possible. The study and implementation of the resolutions of the Party congresses at all levels got identified as a far-reaching political activity, which has extraordinary influence and importance to create a change in awareness, unification of will and action in the entire Party Committee, political rights and people. We have developed programs and plans with specific requirements to implement the resolution. That is, the Party committees and organizations, with the vanguard as the head, must be responsible for directing the development of organizational plans for learning, mastering, propagating and deploying the resolutions of the congress at the same level for officials, party members, union members, members and people.

The Party committees have carried out the direction of learning, mastering, propagating and implementing the resolution at all levels in the direction of combining with practically developing programs and action plans. Furthermore, we have updated the management and assessment of learning quality, focusing on evaluating the understanding of cadres, party members, union members, and the public about the critical aspects of the resolution and their ability to apply it effectively in their localities, agencies, and workplaces.

To quickly put the Resolution of the 13th Party Congress and the Resolution of the 11th Provincial Party Congress for the 2020-2025 term into practice, on September 30, 2022, Binh Phuoc Provincial Party Committee issued Action Program No. 17-CTr/TU on undertakings and policies for socio-economic development, ensuring defence and security and building the Party and political system of the province in the 2021-2025 period, with a vision to 2030.

Action Program No. 17 of the Provincial Party Committee, with 58 resolutions and directives in various fields and two thematic resolutions, has covered most aspects of socio-economic development, Party building and development of culture, people and defence-security. The directives and resolutions focus on 13 thematic groups of issues, which are guidelines and orientations on infrastructure development; industry Development; trade and service development; Agricultural Development; development and application of science-technology; Urban Development; digital transformation; human resource development; administrative reform; on mobilizing investment resources; cultural and social development, sustainable poverty reduction, new-style rural construction, socio-economic development in ethnic minority and mountainous areas; on ensuring defence-security; Party building work and political system.

Action Program No. 17 is a comprehensive and practical program carefully designed based on real-world needs, aiming to effectively promote collective intelligence and address essential issues. In particular, the program has fully concretized the contents of the Resolution of the 11th Provincial Party Congress with a higher fighting spirit, more drastic efforts, and higher set targets than the Congress resolutions. That has shown determination and aspiration to make Binh Phuoc develop faster and more sustainably. Action Program No. 17 has also set out specific ways and steps to help Party committees and authorities at all levels best apply to develop programs and plans for implementation, creating consensus among the entire Party Committee.

Regarding these results, in an interview with Binh Phuoc Radio-Television and Newspaper (BPTV) on July 10, 2023, Member of the Party Central Committee, Secretary of the Provincial Party Committee Nguyen Manh Cuong affirmed: “The promulgation of guidelines and policies, including nearly 60 directives, resolutions, conclusions, and projects of Action Program No. 17 by the Provincial Party Committee is very important, deciding the development of the province in the coming time”. The Action Program No. 17 and its directives, resolutions, and projects will serve as "leverages" for Binh Phuoc to achieve its development aspirations.

Furthering publicity and investment promotion

In addition to promoting construction and development in all fields, Binh Phuoc has started from a "small" province (in terms of position), reaching out to the world with regular publicity and investment promotion conferences. Following the success of the previous investment promotion conference, in April 2023, Binh Phuoc successfully organized an investment promotion conference in Seoul, Korea, with the participation of about 100 Korean businesses and investors. At the meeting, Ambassador Extraordinary and Plenipotentiary of Vietnam to the Republic of Korea Nguyen Vu Tung emphasized: “Binh Phuoc is a new market with great potential, in line with the requirements and a great opportunity for Korean investors shortly”. These are the prerequisites and important hallmarks for Binh Phuoc province to start a journey of great aspirations, rising strongly to attract domestic and foreign investment.

*Binh Phuoc is innovating and developing day by day*

Responding to an interview with BPTV on July 10, 2023, on how to effectively and synchronously implement development targets and resolutions, especially strategic solutions, so that Binh Phuoc can complete the targets of the Resolution of the 11th Provincial Party Congress by the end of the term, Secretary of the Provincial Party Committee Nguyen Manh Cuong emphasized: The first is “the drastic and effective implementation of the guidelines and orientations according to the Action Program No. 17-CTr/TU of the Provincial Party Committee, and it must be deeply ingrained in life”.

After more than a year of implementing Action Program No. 17 and concretized resolutions and projects, the province achieved initial positive socio-economic results: Binh Phuoc's growth rate reached 7.34% in 2021, the highest compared to other localities in the region and ranked 20th in the whole country, and increased by 8.42% in 2022. The first six months of 2023 are estimated to increase by 7.27%, the highest increase compared to the Southeast region and ranked 14th compared to the whole country. Binh Phuoc has completed the provincial planning for the 2021-2030 period with a vision for 2050. Binh Phuoc Provincial Party Committee aims to make Binh Phuoc become an attractive destination for domestic and foreign investors.

From promulgation to implementation is a long process for each policy and resolution. In that process, propaganda and dissemination is an indispensable first step. For people and businesses to understand the policies and resolutions of the Provincial Party Committee, it is necessary to promote the propaganda of significant policies and orientations of the province, especially directives, resolutions and projects of Action Program No. 17. Besides, to attract investors, it is essential to organize regular activities on propaganda, introduction and promotion of the province's undertakings, guidelines, images and investment attraction policies. Currently, Binh Phuoc's investment attraction has grown enormously outside of Vietnam, so it is necessary to pay more attention to propaganda and promote Binh Phuoc's image to countries worldwide. For cadres and party members to understand and adequately implement the guidelines and resolutions of the province, in addition to continuing to perform groups of tasks and solutions on Party building and rectification, it is necessary to raise awareness and responsibility and have new and specific policies to encourage cadres to be dynamic and creative, dare to think, dare to do and dare to make breakthroughs for the common good.

The successes in the half term of implementing the Resolution of the 11th National Party Congress of the Provincial Party Committee with the concretization and effective implementation of the contents set out by the Resolution and Action Program No. 17 are a great encouragement and leverage for Binh Phuoc Provincial Party Committee to continue focusing on leading and directing as well as promoting propaganda and raising awareness and responsibility of cadres, party members and people to successfully implement the goals set out by the 11th Provincial Party Congress. Binh Phuoc will soon fulfil its great aspiration and become more civilized, rich and beautiful, becoming an attractive destination./.
